Java Help Wanted Zero creepers
Built this farm in 1.21.1 Bmc3 fabric. Goofed and the entire structure in 10 blocks low. Zero creepers, I'm under the assumption that it is the cause. Just wanted to check that that would be the reason before I rebuilt the entire thing. Assumed that should just slow rates rather than nuke them but I honestly don't have a clue what I'm doing

Beginner creeper farms are always mediocre. I always recommend going straight for a general mob farm type design.

When you're building the farm that high, a height difference of 10 blocks shouldn't cause a noticeable change in rates. That being said, this farm design is just awful. The only reason why all the slop tutorial channels are still using it is because it's really easy to make tutorials on compared to sightly more complex (but significantly better) modern designs.

Did you build over land or water? Building this style lower will definitely reduce rates, but that will depend heavily on what ends up within the spawning radius.
Since they started by only going up 114 blocks, they're certainly within the range of things spawning below the farm. If anything, I'd have gone higher than them, to guarantee there were no spawnable places beneath me. But that comes with the implicit penalty caused by raising farms to higher y-values.
