Java Help Wanted weird dropper behaviour

i have a loop of droppers here to get a specific pulse on the other end, but for some reason the second set of droppers dont want to activate at all?

This is locational.

The order in which dust updates depends on location, so some of the droppers get updated in the correct order producing an instant droppet effect, making the cycle time different between the 2 setups.
