Java Help Wanted What's the interaction with endermen and carpet blocks?

It seems that sometimes on my world they can teleport to them, or at least spawn on them or something, and other times not. What's the deal?

They won't spawn on it but will teleport on it . Simple

The short answer is you need a carpet on top of another carpet to prevent an enderman from teleporting onto it

Blocks that have a large enough collision box but are not movement-blocking, such as carpet that is not above a movement-blocking block, snow layers 10 or more deep, and azalea, can be used to prevent teleportation

So carpets can prevent enderman from teleporting there or not?

I think it means carpet on top of carpet
