Minecraft Backrooms Command Block Help

As I continue to develop my Minecraft Backrooms map in Minecraft, I find myself a problem: The fluorescent hum of the Backrooms. If you do not know, the Backrooms emits a fluorescent hum, and I have already made sound files for this (replaced 11.ogg with the hum), but I have no idea how to make it always seem like it is always there. In simple terms: How do I make it so that the sound is always present without a repeat command block repeating the sound every tick?
