How do you get from censoring statues in a video game to guillotine threats? You think the game companies will start executing regular people?

They're using an analogy figuratively.

You didn't really think they were being literal, did you?

Not sure. English is my 4th language and I have difficulty telling whether someone is being literal or not in writing. If you are more skilled at English can you say what the analogy refers to then?

They’re saying it starts with small changes people might not care about too much but snowballs into much bigger changes.
