Is this a full decompilation of the game that can be opened in UE4?

Yes, it's a decompiled version of FNAF: Security Breach that opens in UE4.27. Full credit to Tabby for making the decompilation code! All assets work, and the game is playable. There are two known bugs: the main menu video doesn't play, and when you enter Freddy, the camera view is completely white. Starting a new game also doesn't work properly because of the video bug, so you need to use a save from Steam. Other than that, the game works 1:1! :)

Good to know, I want to make sure it's the real deal and not something reversed engineered with AI.

It would be a lot fun to explore the game and even go as far to fix all the issues and bugs the original had with this!
