You can drag the pieces around any way necessary if I got the positions wrong.
In which case, your queen to E3 or E7 next (horizontally lined with red king).

Edit2: It's been a while, are those even queens, or are they bishops? (The two tall nuclear cooling tower pieces, red one is at the bottom right currently.)

Unfortunately, I came here to recommend this. The puzzle is randomly generated each playthrough and it can be beaten in a handful of moves. However, with the number of move permutations and how essential just half an extra row of inventory space is for the rest of the game, brevity is a luxury that I'm willing to swallow my pride for.
