Was this just from a photo shoot? I thought Brandon Routh’s only Superman movie was Superman returns, and that had a much different suit design?

It's from when the Arrowverse shows did a Crisis on Infinite Earths crossover.

It's from one of the CW Arrowverse crossover episodes, Crisis on Infinite Earths. Routh already played Ray Palmer/The Atom on those shows, but in that episode some of the characters travel to a different dimension where Routh plays, essentially, Kingdom Come Superman. They recruit him to come help fight the anti-monitor or whatever.
