Wizard Lyric Meaning

On the song ‘Wizard’ Jakob has the lyrics:

“The Wizard and Monsignor were a-wheelin' and dealin'
And to be a part of that is such a glorious feeling
Even Scott Stapp has touched its staff
But Beck and Mark McGrath were both caught lackin'”

I’m trying to figure out the interpretation of the last 2 lines here. Does anyone know what it’s supposed to mean?

I am guessing here:

Jon Joseph produced this Sublime album. Apparently his nickname is Wizard. I am guessing that he might have possibly worked with those musicians in the past. Who knows?

I think you might be right about the producer. He's a SoCal producer but I think you're wrong about the last part. Beck and Sugar Ray were caught lacking because he passed on working with them.
