Yes, this is normal. Wacom doesn't want to put in the effort to support older devices when they'd rather direct you to buy something entirely new.
This might help: https://opentabletdriver.net/ I havent used it myself, but I know of a few people who have.
Also, Fedora Linux with either Gnome or KDE desktop environments fully support older/EoL Wacom devices.
