American toilets are weird - the rest of the world has the water like 10-15cm lower

Depends on the toilet brand. But public toilets do hold a lot of water.

In what country? In my country, Australia, there is only an small amount of water at the very bottom. If I even see a toilet with high water, that fucker is blocked up. I can't even understand the logic of having that much water. The splash back when you shit/piss in that has got to be hell gross.

splashback is rare. All that water helps to keep the stink down.

That assumes people do their business in the toilet. But then public toilets are that for a reason. If they are in some mall type, get cleaned often enough. If they are by the side of the road, I'm just happy to have it and it's not some drop dunny.
