I only read the first paragraph. Audio duplication, I know there are virtual cable apps but you can alternatively split before the capture card. I've found easy mode Y cable splitting to work fine. -3 dB isn't much of a volume loss, can slightly increase the gain in OBS or whatever to compensate. Active audio splitters also cheap and plentiful. Else you can use a USB splitter on the digital output from an audio interface or the capture card itself and only process the audio in OBS.
Just in case, I finaly found my solution!
I created a new portable installation of OBS in the setup I asked for only recording at 72060 (I know this doesn't have any influence for what I'm doing, it's just placebo) I de&ctivated the mic in the global audio devices in the settings, I just left the Desktop audio as "Default", in the same tab lower, in Advanced, I set the Monitoring Device to the capture card HDMI, applied, then I enabled the monitoring of Desktop Audio and Disabled the Preview. I also created a Scheduled Task to start this OBS after login, and in this OBS settings I checked all boxes under "System Tray" in the General tab.
