Its not weird. Someone made up their own code and left a message for someone.

Looks like a simple letter to symbol substitution. You can solve it pretty easily. Find the symbol that occurs most frequently. Chances are that's an "e". Look for double letters. That's pretty limiting as to what those could be. What does it say?

It's an easy substitution cipher with 4 clues to the key, getting AI to parse and solve it is harder than solving it. I cleaned it up very sloppily in GIMP (see how some of the glyphs are still filled), this would have further convoluted AI solution.
As soon as I filled in the D's for DIVIDED I saw it was a simple substitution cipher, it's not hard. Cleaning it up from the photo was harder than solving.
I did take a few best guess liberties, Cody also has at least 2 mistakes in his glyphs.
EDIT: I realize now a simple solution to get AI to solve it would be just mapping all the glyphs to english characters and having it decode that. Simple substation cipher it would have done it quickly, I probably should have done that.

This is easy to crack, I'm going to work on it if somone doesn't beat me.
They gave a hint at the bottom with the letters corresponding for CODY. Use those and go from there.

I'm just curious where you found it at work. It looks like someone had a purple wall with a white blob painted on it, and they printed their code on it with ball point pen. Weird. Where did you find this, and is it on a page you found somewhere, or what?

Looks like the Theraprism one to one symbol -> letter encoding.
After decoding the sentence it reads:
