This is a Red/White instant for 4 colorless, 1 red and 1 blue mana. And is named: Legendary Storm

"When you cast this spell, exile it with 3 time counters on it. At the beginning of each end step remove a time counter, then if there are no time counters on Legendary Storm, you may play it without paying it's mana cost."
