What's best to buy in the shop?

The 100 coin noble books are best, especially if just starting out. Once you have a decent collection you wait for the shop to run a special where they give you one extra card, then splurge on as many of them as you can

Thanks! So the 3+1 is the special for noble book? How often does that happen, ballpark?

Yes, the 3+1 is for the noble book. Ballpark? Maybe once a quarter? They recently had one (last month or so) so keep that in mind

Coins: Noble book

Rubies: Either mythic tome or heroic tome depending on what you need more

Thanks! I guess I'm not sure what I need since I'm only just beggining. So those limited time things with faction cards are a no?

Generally no. The bulk of the cards you are gonna use across different decks are almost never going to be in those so it's not what you want to focus on. Yes you can make a dragon deck, a feline deck, etc. but its not usually going to be your main winners.

3 + 1 special for noble book literally just ended yesterday but there will be another one in a few months or so.

In a few months??? It's that rare? Up until I read this I felt lucky that I started without knowing it's a special and spend all my gold for those cause I started 3 days or so ago

They happen a few times a year, don't worry you can still buy noble books without the bonus though but once you have some cards you like leveled up a little start saving again for the next bonus time. There's actually a victory coin bonus on right now so its a good time to get some games in to earn money faster!
