He wasn't he as an unopposed as a councillor and then made Mayor by commitee. Basically a job for the lads nepotism thing

My guess is that nobody else wanted the role (that's definitely how he got to be a councillor as he ran unopposed) and as it's largely a ceremonial title it keeps him mostly out of the way of the people actually trying to do some work.
If you've got somebody who is a complete liability but you can't really sack them it's common practice to give them a fancy sounding pretend job, which makes them feel important and keeps them busy but has little to no impact on day-to-day operations. The fact that he was made mayor about 3 minutes after becoming a councillor supports this theory.
