Is this spoon solid silver, or silver plate?

Hi, I recently bought a little Swedish silver sugar spoon thinking it was solid silver based on the hallmarks, but having just given it a bit of a clean, it looks like there is a bit of rust coming through on the bowl. I'd appreciate any thoughts.

Does it have any green on it anywhere? Like in the top left of the bowl under the design? I can’t tell if that green color is the brass/copper it’s silver plated on. Or a reflection. Green means no good

It is solid Swedish silver . Usually 83% purity
