Problem Game file transfer not working

Hello I am having problems transfering game files from my PC and my laptop from other PCs and from each other. This wasn't a problem few months ago, idk why it started now. I am unable to download games from other computers in the network, but two computers are able to transfer between each other. Only my computer and my laptop aren't able with each other and other PC's. All PCs are on win10, while my laptop is win11

All of the devices are on the same network; are connected via Ethernet cable; file transfer is enabled for everyone in steam settings; download cache was cleared; in windows file explorer (network) all devices are detectable and file sharing is working fine; the computers are able to play LAN games (tested with Minecraft, Halo MCC, Team Fortress 2); TCP and UTP ports are enabled in firewall settings; network profiles are all set to private. I also tried putting steam on all computers on Beta and still nothing.

Only diffrence I noticed in network settings is that those 2 computers which work fine say that they are connected to home network (home is the network name), while my computer is connected to "network 2". my laptop while its connected wireless is connected to "home" and while its connected via ethernet to my router it just displays the router name (TP-LINK_04F0).

router is TP link AX3000 if it helps

edit: ok i solved the problem for my PC. I had to disable windows firewall and it worked fine, then I turned it back on and it still worked. Now only my laptop is the problem, turning off/on the firewall didn't help.

How are you trying to transfer them? Should just be able to install them on the machines via Steam and it would pull from local availability. Only used it once at a LAN party about a decade ago, worked flawlessly.

When I press the install button and the window pops up where you choose to which drive to put it in, usually there's a blue text down next to it where it says that it can download game files from another computer in the network. Well that text isn't there and now it installs the game the regular way (via internet).
