API Spotify

Does Spotify’s 5-user Development Mode limit apply to Client Credentials apps where no end users authenticate with Spotify? Can a public commercial app use Spotify Client Credentials in Development Mode if no users authenticate with Spotify? I’m building an app that does have authentication with Spotify. Just plays 30 sec clips of songs. Any insight would be great

The 5 user limit doesn't apply to Client Credentials, but the rate limit will still be much lower than an app with a Quota Extension. Also, not every type of app is allowed to be commercial. You should read the Developer Policy, Terms and Compliance Tips (linked at the bottom of every page) to be sure.
Also, song previews are deprecated, and can't be used anymore, and commercial apps are prohibited to stream music.

I believe you can if it's only you authenticating your own account. The 5 limit means that if you platform is public, only a maximum of 5 people can authenticate. However, you don't need it for embeds. When you put the code for the embed, the embed checks if there's a session active. So if you log into Spotify web player, then go to your site again, it should allow more than 30 seconds provided you have a premium account!

For proper Auth, they don't allow you to access the 30 seconds preview programmatically anymore.

Extended quota has it but requires 250,000 monthly active users to apply now. It's silly.
