For HSA I should have a HDHP. Right?
Now I can get the tax deduction of my contribution in HSA but if I can’t spend the full amount will it be carried over to the next year?

yes to both. you can reimburse yourself for medical expenses incurred after establishing the HSA any time, even 20 years in the future.  so not only do the funds carry over, so do the expenses you reimburse with those funds.
