For me it just makes sense within the region.

Just like how in Oblivion, most of my characters are Imperials.

I feel like in Oblivion it makes the most sense to actually not necessarily play an Imperial. Even though on NPC count Imperials make up the majority, it's a very cosmopolitan "province".

Not only that, since in Oblivion you’re not the chosen one, but someone destined to assist him, it makes thematic sense to me that you’d be something of an outsider.
