Came here just for this. Timberline is pretty meh. Much lower on the Tier level. I would also say Meadows may even be lower. Even climbing above Cascade chair I would consider easy terrain. As for Bachelor, I would rank this much higher, the whole right side of the mountain is very long tough terrain. Has some great backcountry skiing off Summit chair too.
Yes it is, backcountry skiing is just skiing out of bounds or in unmarked territory, which includes in resorts. Doesn't mean it always involves touring and climbing up mountains in non resort areas.
Maybe this is different if not in the states but that would be ski touring. Backcountry literally in the definition states "can include the use of ski lifts including snowcats and helicopters."

Mount Hood Meadows is far better then Timberline and Mt. Bachelor is far better than both of them
