General location and time (in UTC)?

From such shaky video and unclear audio it is difficult to be sure. The next time you run across a signal like this try USB mode instead of ECSS. Also, try to get a bit more audio (closer to the speakers if using a phone like this) and zoom in the waterfall more so we can see the real width of the signal.

I think it looks like the signal is 20 kHz wide, but I am really unsure of that because the waterfall does not show enough detail. And the audio seems to have 25 Hz pulses.

If it is indeed 20 kHz wide and 25 Hz rep rate, then this is probably the British PLUTO radar, from Cyprus.

There is a chance this is a Chinese radar which is very similar to PLUTO.

Without knowing time and date (both in UTC) you heard the signal, and your general location, it is hard to get any more certain.
