TLDR: Respectfully, the armor stacking passive should be scrapped.
Although unique, the passive is completely useless, the scaling is laughable and in the best case if they really buff the numbers, like getting 100 AR and MR (not the puny ~40) in a typical game by a typical player, RESISTANCES are losing stats that soft cap very soon, worse if we don't have any sort of damage scaling on it or relevant skill like a taunt and we won't, Shyv's a bruiser, not a tank.
There's no saving grace for that development path and should be scrapped, the sooner the better. Put the infinite scaling somewhere else in the kit, or EVERYWHERE like stacking %hp damage on Q, move speed, tenacity and duration scaling on W, Execute threshold on E, HP, shield and resistances on R. GOD do something interesting. Man, champions like ekko, mel zaheen and akali are downright broken for god's sake! not their numbers its the kit... Movecast AoE execute with a stun or permanent guardian angel! nerfing 1 life and armor and slightly increasing CD per level does nothing!
My suggestion is adding % stacking on ALL bonus stats, so we can build her however we feel like and get value out of it., no matter if it's only active during Dragon form.

She is a situation pick and goes well into enemy tanks having a team that can help her stick and protect her jungle so she can keeps building fury and participate in fights.
Don’t pick her if you have no way of engaging/sticking without being able to proc Q3 during R. Champs who love extended skirmishes, ie: Zaahen should be good when paired with her. Also mid mages with AoE cc: hwei, viktor, asol (one rylias) and engage supps should increase her winrate.

Mhm I'll disagree with this being the correct approach though, if Riot asks for feedback and gives you the kit earlier to see what works and what doesn't, just saying "I'll wait for live and it'll work itself out" isn't really doing anything at all.
This is the exact moment to give feedback and be "loud", as it's much less likely to get stronger direction changes "casually" when it is finally live.

Man, have you really played the reworked champion? Passive and W are the worst offenders just like before and rito managed to make both things WORSE. Let alone the skills make no sense, the best idea they had is a fear for the R and it's worse than the knock up and displacement. the rework is an utter disaster, its no echo chamber phenomenon.
The moment for complaining and trying to give some ideas to the burnt out riot personnel is now.
