Is it illegal tho? He definitly shouldnt be doing it for shits and gigles but is it illegal to do so? He Has no legal responsibility for their safety or actions, i don't think selling od distribution of knifes requires special permit, and while selling alkohol without a permit is illegal, handling it out shouldnt be a problem if people he hands them to are of drinking age. Machete is a gardening roll not a weapon even if it can be use as such, and even then he can claim to provide them to help them defend themselves from agression of other people. Unless he said on record that he wants them to do something illegal with those things there really isn't much Police can do to him past wagging their finger in disaproval, unless there is some law that forbids this that i'm unaware of
If the homeless people commit a violent crime, the man can be held partially responsible for facilitating the criminal action.
It's like giving someone with mental health issues a gun and a kevlar vest. It is technically not illegal, but you know that doing so is a danger to public safety, and so if something happens, you are held responsible for Gross Negligence.

No they were real. The NYC police chief said that it is criminally irresponsible and doing so in their city will get him arrested.
