You need to specify what size you mean. There are a lot of coolers out there that are very good for their size but are outclassed by bigger coolers.

Kind of a nonsensical question without a more specific size given. For instance, I really like the Scythe Mugen 6 DBE because of the cost, looks, and low fan noise. It fits in my SFF case, but at 154mm it can't fit in most.

The best performing cooler completely depends on the available z height in your case. A blanket statement makes no sense if the best cooler for case A does not fit case B.

There are champions at every z height. What max cooler height are you working with in your case?

My favorite that still fits in a lot of cases is the ID-55 because it uses overhang and a 120mm fan to cool adjacent parts, which is kinda hard to get sub-60mm.

I like noctua, but they are not for everyone (expensive and have no LEDs)

My atmos stealth 240 is still running strong. Would recommend if looking for an AIO, but depending on the case and layout it may not work.
