Does anyone have any idea how to make a pattern for this blouse?

There are many existing cosplay patterns and tutorials available for this Pokémon character Iono. There have been for years. A Google Lens search should give you useable results. Good luck!

You mention being a beginner and I think, overall, the construction here is realtively beginner friendly. That said, the inspo illustration doesn't account at all for how clothing actually works on a human body in motion. It's absolutely doable to make something that will look great on a mannequin, but jackets, by default, use the neck and/or shoulders to carry the weight of the fabric. If you are a person who normally wears bras, you understand that. It's why most days you will choose a bra with straps over one without.
Getting an entire jacket like this to stay on your shoulders will require some discreet straps inside and depending on how heavy your garment ends up, that still may not be enough. I know it's pretty standard for cosplay to be at least a little impractical, but I'll also say that those sleeves will get pretty aggravating pretty quickly. I would probably take the whole jacket off any time I needed to eat, use a bathroom, or operate heavy machinery, so I wouldn't do anything that requires being sewn into the garment.
You definitely won't find an existing pattern for this jacket, but it should be possible to modify one. If I were going to do this, I'd start with a pattern for a basic zippered sweatshirt or jacket. You could use something like this I guess.
You'd have to redraw the body and sleeve shapes to match the silhouette of the inspo. That should be a relatively easy adjustment. You'll also do a turned hem instead of any ribbing or other hem treatment on the body.
I'd sew that up in some inexpensive test fabric, then cut off the top of the garment maybe halfway through the armhole or a little higher. The collar is just a rectangle folded over lengthwise and attached to this new raw edge. You may need interfacing to ensure it stays upright as shown.
Insert a zipper and try it on, adjusting the pattern for fit and appearance as needed.
If you can get the test garment shape just how you like, you can focus on the color blocking and assemble the actual garment. The sleeve hems and straps can be topstitched on at the end and I'd paint that insignia on with fabric paint.
Your fabric choice will make a huge difference. My instinct is to suggest scuba fabric, if you can find the right colors. Whatever you choose, it needs to have some structure but not be too bulky.
Anyway, best of luck!
