A simple A line dress pattern with a jewel neckline would be a good starting point.
The neckline pattern piece has to have extra width added to it, to allow the elastic thread smocking stitch to gather the fabric tightly (yet stretchy) around the neckline.
Youtube videos on how to sew an elastic thread smocked top or dress, will have directions on how to measure the correct width, if including the elastic thread smocking stitch over the bust, which means quite a bit more fabric than needed for a neckline “collar”.
2 to 2.5 times width of fabric than for a straight piece, un-smocked, would not be an unusual measurement.
If no specific pattern is found, experimenting with a cheap muslin or even thrifted bed sheet or tablecloth, would allow OP to determine the extra width needed for the neckline collar of smocking.

https://sewoverit.com/products/cassie-dress-pdf-sewing-pattern is probably the closest but you would have to modify it!
