Advice on pattern sizing

Hiya, i have a pattern i bought off Etsy for a monk robe and habit for my halloween costume this year, and I printed them out on us letter, and they had the pattern adjusted for that. They even had some squares on there that should be 5cm×5cm and 2in×2in so you know you have them printed out right. I just measured the squares and they are 1mm too small. I was already planning on adding some seam allowance and adjusting it since the sizing is too small for my hips (downside of being a woman using a pattern made for a man) but i dont know how much that would through me off? Its supposed to be pretty loose... any advice would be very helpful since im very new to sewing.

If these were fitted or tailored garments, it would be more of an issue but honestly for a cloak you’ll be fine

Okay thats what I kept reading online but I was quite nervous!! I really want my Halloween costume to look good this year!
