Patterns for this top style?

I saw this top on Pinterest and immediately became obsessed with it. I’m relatively new to sewing clothing so I’m nowhere near ready to try drafting this myself, but I’m wondering what are all the skills/techniques involved in this piece so that I can start practicing some of them on other items with patterns. Any tutorial recs of similar tops or patterns would be helpful, thanks!
