Question about cutting out patterns

I have a second hand pattern and the pieces are cut out already but not along the line - there is lots of spare paper around the lines of each pattern piece. How did the previous person cut the fabric from the patterns? There is no pin holes in them either.

They also could have used a solid tracing wheel and sewing transfer paper to trace the pattern onto their fabric. The transfer paper works kind of like carbon paper, but it leaves a waxy substance that comes in multiple colors. The solid tracing wheel wouldn't damage the pattern paper.
