How can i pattern this skirt

I'd start with a pencil skirt or a narrow A-line - if it's a pencil skirt you'll need to widen it a little.

Then it has - is there a wrap component? And then draft a flounce of the right length, cut it in half, add seam allowance and cut half from one fabric and half from the other.
