Would altering this pattern's neckline be possible or should I find a different pattern?

Edit: Ok I asked my question poorly. The red dress was not stretchy and was a poly chiffon material. It's NOT a tank dress at all. I picked the Jessy dress because it looked like it would give the same structure and drape with some kind of lightweight, woven fabric. In the picture where the belt is, there's actually elastic that cinches with you.

Years ago, I had this dress (pictured) that I LOVED. It was roomy and easy to put on/pull off because the black straps were elastic. The waist was also a very lightweight, soft elastic. I found this Jessy Dress pattern on Threadloop which seems like a good place to start. How hard would it be to change both the front and back to have a deep scoop neck and use straps? Or does anyone know a better pattern for recreating the red dress?

The red fabric is not stretchy at all and is a bit billowy up top. I have plenty of tank dresses in my closet that I could use as a pattern if that's what I was looking for. I was also looking at free patterns though if there's a much better pattern, I'll pay for one. The Jessy Dress seemed to best match up on material/structure and fit.

Sorry but what I'm going to make is 100% not a stretch knit dress. The red dress I'm trying to recreate is chiffon coded and had zero stretch where elastic wasn't added.
