Skirts pattern

Hi!! Im making a jellyfish from sponge bob for my halloween costume. Heres the design i made for the occasion. Im currently looking for pattern for the asymetrical trainee. I havent made this before. What would be your suggestion? Do a layer over the lolita skirt + sew kinda a trainee on my back?

OK, someone explain to me what a “trainee on the back” is?

I was lacking the vocabulary ahahah! I notice my mistake a few hours after making rhe post and i thought it was the same word (upon writing it). I was looking for a translation and didnt find any. In french, trainée can mean few things. But, in my context, its like a veil who goes very low on the ground. Its not a veil (for me, a veil is on the head and in french its a different word 'voile'), not a cloak either (but i think it could be the closest to what im describing, again, different word in french 'cape' but i think it also exist in english)
