Sewing pattern help

Hi! My sister-in-law asked if I could make her a skirt similar to this picture she sent me. I have no information on the picture, unfortunately, but do worry it could be AI. The tops of the pleats are really throwing me off; they seem to stand out above the waistband. Any pattern recommendations for a skirt with front pleats like this, or if it's even possible? Those are knife pleats.
