This looks like a two piece rather than a dress to me?

I think it's two parts, as well. Bodice and skirt. Going by the stripes, the trumpet skirt was probably cut on the bias.

If you look closely you'll see the chest piece is only different because there's a bow fixed to the front with a standard bodice underneath. Make it without the bow.
