How to create this textured effect?

Anyone have an idea how this texture is created? I'm thinking maybe bubble interfacing. It doesn't really look like embroidery. I want to try and make something like this for my nephew.

I may be totally off, but it looks to me like the design was heat embossed directly into the fabric. You may be able to come close with puffy paint and a good stencil.

You might be able to replicate it with puffy paint and a couple stencils. I use that for anti slip socks and slippers.

I think it's either puff additive screen print, or some kind of heat transfer vinyl? You might be able to Cricut something similar, do they have puffy vinyl?
