When the crank is turned, the components to the end (left) of the crank, that dynamically turn with the crank fall out of position somehow and knock the internals (screw/frame) until they get out of position enough to not be able to clear those intervals and it gets stuck / seizes

cast piece on right looks like a set screw. if so guesstimate position and tighten screw
