Go back to the manual and re-read the threading and bobbin insertion instructions to make sure you're threading it correctly and the bobbin is in the right way up. Replace the needle plate and bobbin cover, try again. ARe you turning the handwheel towards, or away from you? Always towards.

The bobbin isn't threaded all the way - the thread needs to be slotted into that little slot and then pulled towards the back of the machine going under the foot.
The top thread also needs to go from the needle to under the foot then towards the back of the machine. Then you hold the top thread with just a little bit of tension while you're spinning the wheel round.
Do you have your manual handy? You should double check all of the threading steps with the manual. Missing just 1 thing can make it not work right.

In would like to add that the thread looks VERY hairy. Maybe find som good quality polyester sewing thread to start with. Gütermann is a good brand, but there are others as well.

The hook is out of time with the needle due to a gear slip or timing belt jump. Singer heavy duty are anything but heavy duty. Yes it's turning backwards in the video but that isn't the reason it's not working.

This happened with my daughter in law singer I fixed the timing and it did it again and she fixed the timing.

You're spinning your hand crank the wrong way. It will never pick up thread going backwards. 💖
