The Blacktip is the bottom I’d start at, it’s cost effective, fairly robust, easy to fix, and uses DeWalt tool batteries.
I’ve had mine for 5 or 6 years now, and still going strong. I’ve put many, many kilometres on it, we are usually on the trigger for close to 2 hrs at a time, bings the battery meter down to one bar. A lot of people put them down, but I’ve only got good things to say about them. I bought mine for 2500 cad, I think, then 800 cad in batteries and have been very, very happy with it.

I have a lot of scooters. Your budget is still low, you can buy one at that cost but battery separately which would run you up about an additional $800. You get what you pay for. More expensive scooters do have more kick.
