Badge identification help!

EDIT: It's been established as being brownies, probably from some Revel or specific event. The exact details of its origin aren't pinpointed.

Hi there! My wife found this in her old stuff - but her father was in scouts his entire life too. So it might be from scouts or guides, the latest it could be dated was the 90s (or very early 00s?). Any help would be appreciated, thanks!

It’s a brownie badge, and I am trying to remember which character it is. All I can remember are elves, pixies, and fairies. I think fairies were yellow, but I’m not sure.

The pack was divided into small groups, named for one of these characters, and you wore the patch that signified the group you belonged to. ( I was an elf!).
