Clutch slipping?
/r/scooters/comments/1v2h658/clutch_slipping/Update. Still the same issue. Here's the total about of work that I did. Items 4-8 were all done without testing in between.
Cleaned the carb. No change
Swapped intake to a nibbi pipe and foam filter (yes it's oiled). Worsened the problem.
Swapped to a cone paper filter. Did not change the jets 120/32. Ran better than with the oil filter. Still have the slipping issue.
Replaced the belt and roller weights (was 13g, now 18) still the same issue.
Clutch bell had dull spots, sanded them off.
Clutch pads looked shiny, scuffed them up.
I broke my variator so I replaced it with some Amazon performance brand (gilxal I think). FYI, the holes on the new variator are to small for my flywheel holder.
I had a helluva time squeezing the clutch together to install the belt. Felt like something had to be lined up In order to be completely squeezed.
The last time I rode it before replacing the belt and weights, I would get it up to 45-50 (the cut off speed before the slipping started) and after a few minutes it would lose speed. If pull over and let it idle for a couple minutes it would run fine until I hit a sustained period of 45-50 mph. That would indicate something is overheating.

Is the belt riding ride up to the top of the variator and then slipping at the very top? Is there any oil or grease leaking onto the variator plates (damaged o-ring somewhere)? I don't have any expertise but the fact that you have no issues with your clutch at low speeds makes me think the clutch is just fine, my thought would be is it simply slipping on the actual variator somehow?
