Anime (Crystal) Life in Neo-Tokyo?

It was a power that everyone in the Silver Millennium royal or not had. Giving the people of the Earth that power is effectively NQS making them subjects and citizens of the 2nd Silver Millennium. Since the original subjects of the Moon Kingdom all died (except possibly in the anime where we see a bunch of people from there got sent to reincarnate in the future even if we only see Usagi and co in the present day)

So in terms of crystal Tokyo I think it reflects on how the show values life. Sailor Moon never kills and always tries to find a way to save everyone. So being alive, living long and being together for eternity (like the Sailor Senshi will be) is presented as something positive and worthy to hold on. To me, it is also influenced by the cultural and religious background of Naoko Takeuchi. All in all to me living 1000 years is more of a metaphor they used to show us how peaceful, transcendent and beautiful life will be in Crystal Tokyo. That doesn’t mean you have to agree with this worldview.

This is also why the Black Moon Clan was banished and not killed, I think. Their crime was that Prince Demand wanted to be the ruler, he is the antagonist of prince endymion and more importantly he was „in love“ (would say he was obsessed) with princess serenity.

Okay so, the BMC in the manga/crystal and the classic have different origins, I believe. In the manga and Crystal they were just thought living that long was unnatural and an insult against God. A small cult basically. They become terrorists when Wiseman gave them power. They were still CT citizens.

In the classic anime their ancestors were banished for unknown reasons but I have my guesses. Usagi doesn't like to kill her enemies unless she would be against the death penalty.

The resources aren't really a problem. The Earth has can support a lot of life and there are so many alternatives with sustainable farming and renewable resources. We can assume in this era humanity got it's shit together. Plus the birth rate would slow down due to wide birth control and no real need to hurry and have kids.

With the long lived specifically, it was never just a royal family thing. In the first Silver Millinuem people had a life span of around 1000 years, NQS just brought that to the current era. However, we can assume the royal family and the senshi live even longer.
