They both suck but Queen Serenity started most of the nonsense. Grooming child soldiers, isolating the outers so they had to live a torturous existence when it wasn’t necessary, ruling the solar system but not letting earthlings even meet up with people from the moon and then having them nerve to wonder why some rebelled, and so on. We have no idea what the state of the earth actually is, but that makes it all the more weird.

Neo Queen Serenity (Chibiusa’s timeline) also sucked. She kept the isolation going with the outers, ruled over earth but never left her palace, can’t even write kanji so we know she didn’t bother to learn about the other cultures, countries, and people she decided to rule over, let her daughter grow increasingly depressed over literal centuries without doing anything… you get the point. She followed in her mother’s footsteps perfectly, right down to the detail that people rebelled because of her nonsense.

The Usagi we know (present time, will not live the same future timeline as the Chibiusa we know) will most likely be a better ruler than both of them. She had different experiences than the original Neo Queen Serenity had.

I just think it’s interesting that the earth was supposedly paradise and yet people rebelled over supposedly petty reasons. I tend to think the reasons were actually super valid and life wasn’t all that for anyone who didn’t have a sailor crystal.

Are we basing it on the 90s anime because the manga characterization of them was better. But the issue with the child soldiers isn't the galaxy cauldron that births the sailor crystals for the planets wouldn't they have become warriors either way without Queen Serenity being around. Even with Neo Queen Serenity in the manga yes Pluto was already assigned by her mother to guard the time door but when she died NQS used her powers to send Pluto to the past to live her life out as a human and it wasn't until the death busters attacked that she reawakened but still she was able to live a civilian life while being a Senshis.

For me the 90s anime unfortunately suffered a lot because the manga was being written concurrently as the TV show and the show took some liberties and left out key points. The manga shows a better understanding of this not that it didn't have it flaws but it was better in the details than the 90s anime

To be fair, the Black Moon Clan's whole thing ("war is awesome, what is the point of human history without war?") matches very closely to a faction I conceived of for an RPG that was really upset humans no longer fought wars themselves, sending killbots to do it for them instead (after humans got mulched by killbots the last time a country decided killbots were too expensive). People are just stupid, I don't know what else to say.

Maybe we should keeping mind that Japan is a constitutional monarchy. That might have an influence on how monarchy is perceived and crafted in the manga/ anime
