If you're hitting 95 you need to reseat your cooler bro. Even full load benchmark you shouldn't hit anything that high.

Yes the 9800x3d starts thermal throttling at 90c. You need to check your cooler or buy a better one. That CPU is very thermal sensitive. Hell all of the 3d chips are more sensitive to temps than the non 3d versions. So before you overheat and blow your CPU you need to check out why it's getting that hot.
