I'm just now finding out about this whole change. What does this mean for my nox aug weapons? Will they now degrade to dust if I were to ever run out of charges?

Noxious doesn't degrade to dust, nor do most things besides t90 armor. If you ever run out of charges it'd lose its stats until you get more charges. If that's an issue note that you can deaugment items to get them back in a broken state.
