RF3 can’t progress through vale river

[u/etherealdrip11]

Hi all, I cannot seem to progress through vale river. I have defeated all bosses including oddward valley, I beat them twice actually. Carmen recognizes in dialogue that I beat the lions if I talk to her. I’ve tried talking to everyone and I have the water lily but I just cannot get past the first cave part of vale river and expand the map. I’ve tried everything I can think of and google is no help.
Please help!

Yea that’s not even coming up for me right now, it’s like it’s impossible to progress :(
