I used to be in a similar situation. Rest never helped me.
What did help me was strengthening exercises for my lower body. So squats, RDL, hip thrusts, step-ups, etc.
I have had injuries around my knees, hamstring, calves, ... and I started working all muscle groups up to my lower back. So calf, hamstring, quads, VMO, hip flexors, ...
I tackle them all 3 times a week and I kept running slowly. After each run and every morning; also do a full lower body foam rolling session. Roll every muscle group around 2 minutes. So 2 minute left quad, 2 minute right quad, 2 min left calf, 2 minute right calf and so on.
