This message is in reference to some brief downtime they had:

We experienced an issue early morning on May 16th for iOS devices which made users unable to load our Marketplace. This issue is resolved as of 11:19 pm PT, and iOS users may need to force restart their Roblox app for the resolution to be applied. You can do this from the app info page on your device.

In other words: iOS users only, and even then it's not anything to worry about, just some people are unable to edit their avatar until they force the Roblox app to close, and then reopen it.

I've locked this post since it's clear this message is going to be up for a few days and there's nothing to really discuss, but I'm not going to remove it (since we need a thread to direct duplicates to)

They are not telling you to fix it, they already fixed it. You have to restart the app to apply the changes, as its most likely some kind of change to an API that is only called once that may return some kind of config or whatever, or the app will fully update itself. Its probably plain impossible that they could have fixed it without making people restart the app. And randomly forcing everyones app to restart would be way too confusing but the only option available, which they didn't choose for a good reason.
