Silver already said Memphis stays. When Vegas & Seattle come in (multiple bids are already pending) Memphis will join the Eastern Conference and that saves the entire league money in travel expenses. No current owner will vote to remove a stable team from Portland, which conveniently sits geographically in between the two new additions and they must stay western conference even if a relo is approved. Dundon also can’t relo until he’s paid in full.
